Parliamentary Panel Cites Delays in Telemetry System Installations for Flood Management

A parliamentary panel has raised alarms over significant delays in the installation of telemetry systems essential for real-time data collection and flood forecasting. The report, submitted to the 17th Lok Sabha and tabled in the 18th Lok Sabha on Friday, highlights critical shortcomings in flood management schemes across India.

The performance audit report reveals that while telemetry systems have been installed at most locations, three crucial stations remain incomplete: Khanabal in the Chenab division and Sara Thang and Dambong in the Gangtok division. The delay at Khanabal is attributed to a long-standing court case, while Sara Thang and Dambong are stalled due to pending clearances from the forest department.

The Union Ministry of Jal Shakti has indicated that an alternative site for the Khanabal telemetry system has been identified, with installation expected to commence shortly. Despite this, the committee expressed dissatisfaction with the prolonged delays, emphasizing the urgent need for timely implementation.

“The delay in the installation of telemetry systems, particularly in critical flood-prone areas like Sikkim, is concerning,” stated the committee. “Telemetry systems play a pivotal role in flood forecasting and mitigation, and their timely deployment is crucial for effective disaster management.”

The committee’s report underscores the importance of telemetry stations in collecting automatic real-time data, generating flood forecasts, and disseminating crucial information rapidly. It calls for expedited efforts to complete installations in the pending locations and highlights the necessity for regular inspections and maintenance of existing systems.

Furthermore, the panel recommends the development of a comprehensive action plan to address worst-case scenarios and improve rapid-response measures during flood events, considering India’s diverse and unpredictable topography.

In response to the findings, the Ministry of Jal Shakti has committed to addressing the delays and ensuring that flood management infrastructure is robust and responsive. The parliamentary panel’s call for immediate action underscores the critical need to enhance India’s preparedness for natural calamities and mitigate the risks associated with floods.

The report serves as a crucial reminder of the importance of investing in and maintaining flood forecasting systems to safeguard communities and reduce the impact of disasters.
