Dr. Tokyo hails from Pishumthong Oinam Leikai, Imphal West District, Manipur. Born to Late Khoisnam Koba Meetei and Khoisnam Sanahal Leima, he grew up in a modest household. His father was a hawker, and seeing his struggles deeply influenced his desire to help hardworking individuals, especially street vendors and daily wage earners.
